在全球范围内出现的非自然灾害危机,由于种族、地域、发展与制度的分明和阶级的不可跨越性,是无可避免的。于是,33个国家达成共识,于——年—日共同签署了《西伯利亚—新西兰宣言》并建立了“PDC联合公约组织”,而本部是“PDC”的一个分支组织“ETO行星防御委员会”,委员会将永远忠于最高组织,无时无刻为最高组织而战。起初,没有人相信组织的力量能遏制这场灾难,但时间给了我们答案,分支组织“Neo nizi”以势如破竹的力量与令人钦佩的勇气在卡里累啊地区大败“新伊甸”恐怖组织,雪地中狂奔的为最高组织为全人类而战的豹2A9主战坦克在赫尔辛基战斗了八天后拖着滚滚黑烟回到斯德哥尔摩陆军基地的场景点燃了全人类的激情与为世界而战的怒火,那辆刻着“neo nize”标志的leod2a9是第十一次北方战争中投入的所有装甲力量中的最后幸存者,这辆坦克的车组成员与坠地沙场的英雄全部被授予“PPDC”最高荣誉勋章。这次战役让全世界看清了“PDC联合公约组织”黄沙百战穿金甲,不破楼兰终不归的赴死决心,往后,最高组织的力量不断壮大,加盟成员国涵盖了整个“欧洲联盟”与“北大西洋联合公约组织”,代表着人类的最高力量为了我们的世界而战!
